Project-oriented organization management: generalized selection project criteria

Abstract

The article shows that the need to introduce a project-oriented approach to the management of organizations - enterprises, firms, companies, due to competition in the market space of Ukraine. It is indicated that project-oriented management is an effective method of enhancing the competitive stability of any organization in a particular market segment. It is noted that domestic enterprises are not yet focused on the use of project-oriented management. This is due, primarily, to the unpreparedness of top management and the lack of qualified personnel. The necessity of developing a clear implementation algorithm and quantitative criteria to select projects that are really effective for an organization in any case is established. According to the results of the literature review, it was highlighted a list of indicators used to evaluate projects at the stage of their design and practical implementation. The conclusion is made about the feasibility of applying the generalized cost criteria for preliminary selection of projects. It is shown that for each project there is a limit on the potential effect. The effect of the project can be maximized in the two well-known ways: a significant introduction of “volumes” of resources into the project and optimization of the conversion of resources received for project development. This process is lengthy and time consuming, and sometimes quite expensive. The article also states that if a project is developed on conditions of sufficient resources for its effective functioning, then it is theoretically possible to predict the possibility of increasing the effect during a certain period of its life cycle. Under this condition, the project manager will have to solve the problem of optimizing the efficiency of its operation by implementing the so-called scientific and technical (industry) solutions according to the “effect-cost” criterion. In practice, these will be relative and absolute criteria. The practical usefulness of the proposed to use generalized criteria allows the project manager to determine his further development strategy, substantiate the economically feasible level of the project effect and evaluate the rationality of the level of costs of resources used in the project development process and the transformation operator of the latter.
